Manual SQL scripts for Extraplan / Extraplancompany (local environments)

Execution order:
1) 01-extraplan-table.sql
2) 02-extraplancompany-table.sql

Notes:
- These scripts are intended for local/manual setup only.
- Doctrine migration is intentionally not included for this change.
- Column names and table names follow legacy schema exactly.
